Certifying Homelessness for Homeless Liaisons, Using the U.S. Department of Housing and Urban Development Definition

School district homeless liaisons need a basic understanding of HUD homeless assistance programs and in accordance with the Every Student Succeeds Act, may receive training that allows them to affirm, without other further agency action by HUD, that a child or youth, or immediate family, who is eligible for HUD program or service is eligible for that program or service. Attendees who demonstrate a knowledge of the HUD definition of homelessness will receive a certificate of satisfactory completion. Attendees will learn the basics of HUD homeless assistance programs including Continuum of Care and Emergency Solutions Grant. Attendees will demonstrate a basic understanding of HUD’s definition of chronic homelessness. Attendees may expect a combination of individual work, small group work, large group work and lecture.
